Methodology — two costs, two sources

Affordability in London has two meanings, so we rank on both. Buying cost is the borough average property price from Zoopla's borough analysis (reported January 2026, built on Land Registry sold data). Renting cost is the typical monthly rent by property type from 2026 borough rental data. London's average property price was about £553,000 and falling year-on-year (down 3.3% in the 12 months to February 2026 on the ONS/HM Land Registry index). We show the cheapest ten boroughs; both measures point to the same outer-east and outer-south geography.

Where the value is

Barking & Dagenham is comfortably London's cheapest borough on both buying and renting, and the Barking Riverside extension and Elizabeth-line proximity are steadily improving access. Croydon and Bexley pair sub-£1,300 one-bed rents with 15–40-minute rail into the centre. Newham is the value play on connectivity — Elizabeth line and Jubilee access to Canary Wharf and the West End for just over £400,000. Outer-east and outer-south London is the affordability belt; the prime central boroughs run two to three times higher.

A borough average is not a flat — the check no portal runs
